Both the classes have innate ways to refocus to use the focus spells. I believe that since Dragon Breath is an innate skill it will auto scale with the DC you get from your class. Dragon form should work better for a Martial than caster I believe. The action economy nightmare is just part of it...you outright lose damage by going this route. If you want a 2h weapon, don't be a thaumaturge.
