What I do to fix it is retract one of your operators, rehire an operator on that slot, do 1 exfil streak, then go back to the operator with a broken exfil streak, and it will be working again next time you exfil. 2. Switch to stuck operator. Finish a contract and exfil. Sometimes the exfil streak gets bugged. Failing to exfil or changing operator in that slot will fix it (by resetting it to zero so you can start again). Some people have had luck fixing it by changing operator skin and/or finisher. Basically: good luck.
