That depends mainly on the number of elephants that the defensive player needs to counter. If those elephants get well countered by the camels, the offensive (elephant) player will need either to reinforce them with more elephants as to bend the counter units or bring more ranged units, halberdiers or even heavy infantry as counter units to the camels.
