Skyrim shout cooldown command
I have a shrine in it that gives me a 'buff' with resistance all and a reduced shout cooldown. I think the shrine must have bugged on something else I had the last time I got it making my shout cooldown -9.00. I'll try taking a different shrine and see if that fixes the problem.
